The fuel cell is internationally viewed as a promising solution to solve environmental problems related to transport. It is expected that fuel cells will play an important role in a future transport system. The City of Rotterdam wants to be a frontrunner in this transition, because they believe that gaining practical experience with promising clean vehicle technologies is essential to realise a future sustainable transport system in Rotterdam. Their aim is to set up short term fuel cell projects in the Rotterdam transport sector to start off a potential transition path. This leads to the question “What is necessary to start off the transition trajectory to a fuel cell transport system in Rotterdam?”
In order to give directions to start off a transition path, a roadmap was generated. The generation of the roadmap was based upon information obtained from interviews and a workshop with key stakeholders. Much emphasis was put on getting insight in how
stakeholders look upon the problem, and let stakeholders generate short-term project ideas and conditions based upon their current insight.
Based upon the research results it can be concluded (chapter 6) that the opportunities for starting off a transition trajectory in Rotterdam are abundant. If these opportunities are used in an integrative way, Rotterdam can present itself as a region that is taking a frontrunner’s role in the market introduction of clean technologies such as the fuel cell. Rotterdam is a unique place
for carrying out experiments with fuel cell applications in order to learn from these and contribute to solving environmental problems. In the long term, there is a strong potential commercial role of Rotterdam in building up (niche) markets for fuel cell applications and building up a (European) hydrogen market and infrastructure.
However in order to start off a transition path it is crucial that the right framework for innovation is created, which requires long term commitment of government and industry. Furthermore improving issues regarding rules and regulation and facilitating interaction between projects are crucial.
